What exactly is the internet freedom policy?

I'm very confused about it and need a clear definition of what the internet freedom policy is. Thanks!What exactly is the internet freedom policy?
The "internet" can have no policy, any more than the "airwaves" could have a policy.

Internet providers can have policies. Nations and states can have policies. This doesn't guarantee that these policies will be followed.

Some nations have policies that censor the internet, that is, they don't allow internet providers in their countries to handle certain things. However, a person who knows how, can probably access the internet in some other way, and get around the government policy.

Providers also can have policies regarding who can use their services, or what they can be used for. However, if somebody accesses the internet some other way, they don't have to go through that provider.

Just as a secret radio broadcaster can broadcast to anybody with a suitable receiver, a person ca,n, if he knows how, post something on the internet without anybody stopping it.
